A new cooperation framework proposal
Based on the results obtained by the international cooperation in Information and Communications Technology (ICT's), within the French-Mexican Informatics Laboratory (LAFMI) framework, as well as the cooperation background with Spain and Germany, CONACyT decided to explore a novel cooperation program among Mexico and these three countries aforementioned. The new international cooperation program expect to set a similar framework mechanism to the one adopted in LAFMI, now called, European-Mexican Informatics Laboratory, LAEMI (Laboratorio Euro-Mexicano de Informática).
In the first phase of the cooperation framework proposed, LAEMI should include three European countries: France, Germany and Spain, besides Mexico, in order to promote and organize scientific, technological and industrial relationships in ICT's, as well as to make a strategy for the inclusion of Mexico in projects with the European Union through the Seventh Framework Programme (FP7).
Some of the specific aims within the LAEMI are:

To set up thematic networks of excellence among the four countries

To encourage the training of specialized human resources and to create cooperative graduate programs.

To promote the implementation of projects between Mexico and Europe

To introduce the concept of innovation in Mexican enterprises by promoting the formation of consortiums in order to present projects to the ICT-FP7.
Workshop Objetives
The objectives of the workshop are summarized in the following broad categories:

To encourage the formation of working thematic groups among Spain, France, Germany and Mexico, in order to establish a new cooperation framework that allows actions with a highest international impact on ICT's

To detect working group themes of common interest among the four countries, trying to align their research interests with the themes presented on the FP7.

To involve, since the beginning, enterprises located in Mexico and Europe in order to establish new partnership and cooperation points to ensure innovation in Mexican participant enterprises.

To promote the definition of the first common projects to start cooperation among Mexico and the three European countries involved.

To establish a strategy for the establishment of LAEMI as well as cooperation mechanism.
